Commission are to initiate and promote state programs for the development of the construction
industry; to prepare proposals for amendments to federal and regional regulations governing construction activities; to ensure that the
interests of construction companies, manufacturers of building materials, design organizations and other market participants are taken into account when forming the regulatory
framework; to create favorable conditions for the introduction of innovative technologies and materials in
construction; to reduce administrative barriers and simplification of procedures for approving and obtaining permits;
promotion of a transparent and predictable regulatory environment for participants in the construction industry.
