Committee on State Initiatives and Lawmaking: the mechanism of business influence on the regulatory environment.
The Committee on State Initiatives and Lawmaking functions within the framework of the Union's public activities and acts as a key instrument for the interaction of the business community with government authorities.
The main objectives of the creation of the Committee are:
consolidation of legislative and regulatory initiatives from the Union's members and partners;
formation of a unified position of the business community on issues affecting the interests of industry;
presentation and promotion of legislative proposals at the federal and regional levels;
providing feedback between entrepreneurs and legislators to take into account the real needs of business when developing regulations.
Key tasks of the Committee:
Collection and systematization of initiatives:
accepting proposals from members and partners of the Union to improve legislation;
analyzing the relevance and practical significance of the initiatives;
classification of proposals by industry affiliation and level of impact.
Expert review of initiatives:
conducting internal discussions and consultations with relevant experts;
assessing the potential impact of proposed changes on the business environment;
preparation of financial and economic justifications and calculations;
formation of a package of accompanying documents (explanatory notes, tables of amendments, comparative analyses).
Interaction with authorities:
establishing working contacts with relevant committees of the State Duma, the Federation Council, ministries and departments;
organizing meetings and working groups with representatives of government and business;
participation in public discussions of draft laws and public hearings;
sending official proposals and comments as part of the procedures for public discussion of regulations.
Monitoring and support of initiatives:
tracking the status of consideration of proposals at all stages of the legislative process;
promptly informing Union members about the progress of initiatives;
making adjustments and additions as necessary;
analyzing the decisions made and their consequences for the business community.
The results of the Committee's work allow:
to promptly respond to problems arising in the industry by making changes to regulations;
to reduce administrative barriers and eliminate excessive business requirements;
create favorable conditions for the development of entrepreneurship based on dialogue with the authorities;
increase transparency and predictability of the regulatory environment for the member companies of the Union.
